Training of Community Animators
Citizen participation in District Development Plan formulation, implementation and monitoring project is implemented in Bwishyura sector that counts seven (7) cells, and in Gitesi sector that counts eight (8) cells; with total number of fifteen (15) cells. The total number of community Animators (CA) is equal to 30 as each cell is represented by two CA (one male and one female). So, each sex represents 50% in order to respect gender equality principles. The presence of women and men at CA level will motivate all the citizens (men& women) to fill comfortable while they will be giving their opinions during community meeting. Women will be more encouraged to participate for their rapid emancipation.
Assisted by TUBIBE AMAHORO, local communities, especially poor and vulnerable women, youth, persons with disabilities and those from historically marginalized groups from 15 cells of Gitesi and Bwishyura sectors of Karongi district are sensitized on public policy issues and skills to engage with government.
The main activity of this output is training:
30 community animators and local leaders are trained on HRBA, CSC, policy advocacy and, decentralization policy
The training started with welcoming remarks by the Project manager on behalf of TA’s. After the presentation and salutations of all participants and the organization of the group, the Project Manager continued with informing participants about the objectives of the training and told them to be proactive over the three days. He talked about the Missions of Tubibe Amahoro and the Achievements and main objectives of UNDP project through the Community Animators for implementing this project in Bwishyura and Gitesi Sectors
Human Rights Based Approach (HRBA), from 21st to 22nd April 2016
During this training, CA learnt about key points on economic planning in general and also about DDP process in particular and the role of both sides (citizens and duty holders) in this process. CA knew that all categories of citizens must be involved in district development plan (DDP) formulation, implementation and monitoring so that their socio-cultural and economic issues are recognized through it. CA’s will on empowerment, citizen participation, non-discrimination, accountability, solidarity to the respect of human right according the UN declaration,
Community score card (CSC) from 25th to 27th April 2016
How should citizens determine the key priorities action to be inserted in DDP and should they monitor and measure the achievements?
To respond to this, a session was curried on the use of CSC. CA learn all about community meetings levels from which all the records/information to inform the CSC is fetched. Both theory and practice exercises were covered to this point. They learn how to monitor the district development plan by using the CSC
Public policy and Advocacy from 2nd to 4th May 2016
During this session, CA’s were introduced to what are public policies and its differences and relationship with laws. They also learnt how they should organise/conduct an advocacy in case same gaps were observed during district development plan (DDP) formulation and implementation and were also introduced to the processes and Levels of advocacy.
The community animator acquired the skills and knowledge in vitrified governance subject and increased their understanding of the citizen’s needs, their rights and citizen obligations.
